The novel opens in Gretna Green, Scotland, where bride Naomi Etherington is shot dead at her wedding by a .50 BMG round fired from over a thousand yards away. She is the seventeenth victim in eight months.
The sniper leaves no DNA, no fingerprints, and sprinkles sugar at firing positions so insects and birds consume any trace evidence.
COBRA convenes under Home Office Minister Timothy Spiggens and MI5 spymaster Alastor Locke.
Locke summons Washington Poe, who is currently banished to Border Force patrol duty at sea. Poe initially refuses, still bitter that Locke dismantled his old unit and took Tilly Bradshaw away.
When Tilly arrives and says she wants to work with Poe and Flynn again, Poe agrees. The team operates from Blencathra House in London under Metropolitan Police Commander Alice Mathers.
A hoax voicemail from someone claiming to be the sniper is quickly exposed by Poe as the work of a disgruntled officer.

Poe, Flynn, and Tilly visit the Gretna Green crime scene at the Mill Forge venue. Another shooting then occurs at Highwood in Northumberland during Poe’s wedding rehearsal with his fiancée, Lady Estelle Doyle. The victim is Jools Arreghini, daughter of shipping tycoon Archie Arreghini.
Back in London, Tilly analyzes the murder coordinates and makes a breakthrough. The sniper is rolling two 20-sided dice to select geographical grid squares.
Poe and Tilly travel to the UK Games Expo in Birmingham to acquire tabletop role-playing game mailing lists.
At the convention, Tilly is harassed by aggressive fans but is rescued by Matt Towler, Archie Arreghini’s enforcer and a former Paratrooper. A twentieth victim, Rachelle Callaghan, is then shot in Gretna Green, making it the second shooting there.
Tilly realizes two Gretna Green shootings out of twenty is mathematically impossible under a random dice distribution. The dice rolls were cover.
Gretna Green is the sniper’s true focus. Cross-referencing TTRPG lists with wedding records reveals Ezekiel Puck, real name Raymond Addy, the ex-husband of Joanne Addy, who owns the Smithy’s Forge venue.
Alastor Locke reveals that Ezekiel Puck was an operative in Department 17, a secret MI5 unit that used psychological manipulation to drive targets to suicide. Locke fired Puck years earlier when he realized Puck enjoyed tormenting people.
In The Final Vow, Poe connects the dots: Puck is not killing for fame. He is destroying Gretna Green’s wedding economy to bankrupt his ex-wife and drive her to suicide.
Commander Mathers receives a tip that Puck was seen at 70 St Mary Axe in London. Police set up a containment perimeter, but Puck has tricked them.
He lowers a mannequin onto a window-cleaning platform as a distraction and shoots Commander Mathers through the head on the roof of 100 Bishopsgate.
Devastated, Poe visits his trauma therapist Clara Lang. He meets her violent alter-ego, Bethany Bowman, who tells him Puck is driven by spite and sadism. To catch him, Poe must become Puck’s sole target and fake the loss of what he holds dearest.
Poe assembles a team including Flynn, Tilly, Locke, Doyle, Uncle Bertie, and MI5 agent Hannah Finch. They execute a multi-stage deception.
Poe goes on global television, launches a crowdfunding campaign for Joanne Addy that raises over £40 million, and publicly mocks Puck.
In Southampton, Puck shoots through Tilly’s window, but MI5 agent Hannah Finch acts as a body double behind bulletproof glass. The media announces Tilly Bradshaw’s death. Estelle Doyle fake-breaks off her engagement to Poe in the tabloids.

Poe is fake-suspended from the police and retreats to his remote cottage on Shap Fell without protection. Puck takes the bait and sets up a sniper nest overlooking Herdwick Croft.
Knowing Puck expects him to open the door after lighting his lamps, Poe sets timers as decoys.
Poe crawls out of a modified bathroom roof hatch in darkness, sneaks across the fell, ambushes Puck from behind, breaks his arm, and arrests him.
During interrogation, Puck boasts that Poe will commit suicide now that Tilly is dead and his life is ruined.
Tilly Bradshaw then walks into the room alive and well.
Poe informs Puck that Archie Arreghini’s criminal associates will handle him in prison, where inmates subsequently blind, deafen, and mute him. Poe drives to marry Estelle Doyle, momentarily doubting if he should expose her to future danger.
Tilly intercepts him, assures him Puck is neutralized, and hands him a new business card: “Washington Poe & Tilly Bradshaw: Gumshoes For Hire.” Poe marries Estelle Doyle, who wears white.
