The novel opens in 2190, nine years after Category 6 Hurricane Leopold flooded South Florida. Eden Lowell and Henry Turner disable an Aquadictum Legion drone in the Everglades and sell the scrap for water credits.
At Miguel’s water stand, a broadcast announces that corporate heir Theo Desjardins will choose a bride on the reality show Destiny on the Desdemona, with a half-million-credit prize.
Henry’s father Rob is then impaled through the thigh by rusted rebar while salvaging in the Collapse Zone. The hospital bills at Mercy South threaten to bankrupt the Turner family and cut off their water supply. Eden decides to enter the competition under a false identity to win the prize money.
She travels into the flooded Collapse Zone and pitches her plan to two rebel operatives, Remy and Ramón. They take it to their leader, the Ringmaster, who agrees to back her with forged documents, beauty treatments, and water payments for the Turners.
Henry, once home from the hospital, quizzes her on Cruiser families before she leaves at dawn with the instruction to “break his heart.”
Aboard the Desdemona, Eden poses as Skye Renault and meets CEO Matilde Desjardins, who escorts her to a suite larger than the Turners’ home. She befriends contestants Iris Buckley and Paloma Reyes and clashes with Carnelia St. James.
At the Opening Ball she meets Theo, who admits his mother cut off his lab funding and who is quietly pursuing food science research.
Eden climbs the show’s Clout rankings through talent challenges and a tearful interview about devotion. She also discovers Ramón working on board in disguise and realizes the Ringmaster’s plan is larger than she was told.
Meanwhile, Theo sabotages an aquatic challenge by dumping lobster bisque into the pool so Eden will not have to swim.
During a solo date in his quarters, Theo plays Mrs. Turner’s lullaby on the piano and tells Eden she is his final choice. Minutes later, masked intruders break in and chloroform Theo and Carnelia.
The leader unmasks as Henry, who has joined the Ringmaster’s inner circle after the hospital seized his family’s salvage boat.
The group flees by speedboat to an abandoned Caribbean island with sugar mill ruins. The Ringmaster demands that Aquadictum abandon all land-based assets and cease expansion in the Marshes within twenty-four hours. Matilde publicly refuses to negotiate, and Theo starves himself until Eden coaxes him back to health.
He kisses her in the ruins and says he will wait for her regardless of her secrets.
Remy, Ramón, and Carnelia later steal the boat and abandon Eden, Theo, and Henry after Carnelia’s father agrees to a separate ransom.
The three build a signal fire, find a freshwater waterfall, and Henry apologizes to Eden for letting his hatred consume him. Eden cuts out her loc extensions, and Theo tells her that character matters more than appearance.
A Legion drone films them at the waterfall. Eden nets it, triggering its beacon, and an Aquadictum rescue ship arrives.
The ship’s AI, Ahab, scans the drone’s memory and identifies Eden and Henry as wanted Marsh vandals, exposing Skye Renault as a fraud in front of Theo.
In the brig, Theo confronts Eden, having seen footage of her kissing Henry in the solarium, and leaves her locked up. Seb then hands Henry a handkerchief bearing the blue top hat logo, revealing that the Ringmaster is aboard.
A lockdown follows as the Ringmaster seizes the Desdemona.
On the floodlit deck, Korsica Jones reveals herself as the true Ringmaster, having staged the rebellion as a spectacle for engagement and profit.
She forces Eden to address the Clamor audience, and Eden instead argues that Cruisers and Marshers share a common humanity. Korsica then suspends Theo and Henry from a crane rigging over the ocean and orders Eden to choose one.
Eden refuses, throws her glowing teardrop brooch at Korsica, and Remy’s pelican Blackbeard dives for the shine and knocks Korsica overboard.
The rigging snaps and Henry falls into the sea, but Theo dives in and saves him. Matilde’s corruption is exposed, reforms and restitution funds follow, and Theo forgives Eden.
In the epilogue, Eden and Theo run a social enterprise called LifeCorp, delivering food, water, and sun-allergy medication to the Marshes by drone while Mr. Turner leads a provisional Marsher government.
