Years later, seventeen-year-old Isabelle Coleman disappears from her rural Denton residence. Her car remains in the driveway, and search teams eventually find her shattered cell phone in the nearby woods.
Detective Josie Quinn is on paid administrative leave following an excessive force investigation. While filling her car at a gas station, she witnesses a violent shootout between vehicles. A Cadillac Escalade crashes into the building, killing three gang members from Philadelphia.
The front-seat passenger survives with severe gunshot wounds: Dirk Spencer, a local high school history teacher. Before losing consciousness, he grabs Josie’s sleeve and whispers a single word: “Ramona.”
Josie’s estranged husband, Sergeant Ray Quinn, and Chief Wayland Harris forbid her from working either case. She investigates independently anyway.

With help from her fiancĂ©, State Trooper Luke Creighton, Josie obtains the archived Blackwell file. She meets Luke’s ex-fiancĂ©e at the state crime lab and discovers that rape kit DNA containing three male profiles was intentionally withheld from databases.
Shortly after, Luke is ambushed and shot twice in the chest. He is airlifted to a medical center in critical condition and placed in a medically induced coma.

Josie confronts Ray about an acrylic nail she found near Isabelle’s driveway, which Ray had lied about. Ray confesses that a network of local men and corrupt officers operate a dark ring centered around an underground bunker on Nick Gosnell’s property.
Ray warns Josie that her life is in danger and mentions “The Standing Man”—a rock formation marking the hidden bunker. Josie sneaks into police headquarters and breaks June out of holding with help from Luke’s sister.
Josie travels to the remote mountain property. Ray meets her there, but Nick Gosnell ambushes them with a shotgun and locks them inside an underground bunker cell. Ray, wounded during the struggle, bleeds to death in Josie’s arms.
When Nick opens the cell door, Josie fights back ferociously. She drives her thumbs into his eyes, grabs his gun, and shoots him in both kneecaps and the groin. Chief Harris arrives but Nick fatally shoots him in the spine.
Dying, Chief Harris officially reinstates Josie, promotes her to Chief of Police, and instructs her to trust only Officer Noah Fraley and contact the FBI.
Josie rescues another captive woman, Rena Garry, from an adjacent cell. She contacts Trinity Payne, who coordinates with Special Agent Marcus Holcomb of the FBI.
The FBI raids the property and recovers security footage exposing dozens of prominent local men and officers. Searching Chief Harris’s hunting lodge, Josie and Noah find Isabelle Coleman alive alongside another woman.
Chief Harris had rescued Isabelle after she escaped the bunker and hidden both women at his lodge to keep them safe.
At Rockview, Josie and Noah interrogate Alton Gosnell, Nick’s bedridden, serial-killer father. Josie’s grandmother, Lisette Matson, confronts Alton and reveals the ultimate truth.
“Ramona” was Lisette’s secret eight-year-old daughter—Josie’s aunt—who was abducted and murdered by Alton Gosnell sixty years prior. Alton kept the name as his personal trophy, passing it to his son Nick as a code word for their kidnapping ring.
Months later, Ramona’s remains are located near the Gosnell house and given a proper funeral. Luke Creighton makes a full recovery, and Josie assumes her full duties as the new Chief of Police of Denton.
