The story opens in the freezing waters of the Atlantic. James Reece is alone aboard a stolen 48-foot yacht named Bitter Harvest.

He suffers from agonizing headaches he believes are caused by a terminal brain tumor. Reece has resigned himself to dying at sea, far from the political machinery that destroyed his family and his Navy SEAL troop.

At the same time, a coordinated wave of terrorist attacks strikes Europe. A Christmas market in London is bombed and swept with machine-gun fire.

A British parachute battalion is hit by mortars. The Supreme Allied Commander of NATO is assassinated in Brussels by a shaped-charge explosive dropped from a small drone.

The architect is Vasili Andrenov, a former Russian GRU colonel known as the Puppet Master. Andrenov uses the resulting financial market crashes to enrich himself.

The funds then support a plot to install a hard-line regime in Russia and destabilize the West.

Reece scuttles his yacht off Pemba and swims ashore in Mozambique. He makes his way to the Niassa Game Reserve. There he finds refuge at RH Safaris, a hunting concession owned by Rich Hastings, the uncle of his former teammate Raife Hastings.

Under the pseudonym Richard Connell, Reece works as an apprentice professional hunter. He channels his tactical expertise into the camp’s antipoaching operation. Using a thermal-imaging drone, Reece runs surveillance alongside trackers Solomon and Gona.

A patrol clashes with a group of commercial elephant poachers. Solomon is shot and critically wounded. Reece kills two poachers and drives Solomon to a local clinic. The life-saving care alerts the CIA to his location.

Mo captures Landry in Turkey and takes him to Kurdistan. Interrogation breaks Landry. He names Oliver Grey, a senior CIA analyst on the Russian desk, as a long-time mole for Vasili Andrenov. Mo executes Landry with a knife.

Intelligence from the capture of General Qusim Yedid’s yacht points to a dual threat in Odessa. The plan is the sniper assassination of Russian President Zubarev and a Novichok nerve agent attack on the crowd. Reece, Strain, and Secret Service Agent Kim Scheer deploy to Ukraine to stop both.

During Zubarev’s speech, Chechen sniper Tasho al-Shishani shoots the Russian president from 2,100 meters away. Tasho is then executed by Nizar Kattan, a Syrian sniper.

On a nearby rooftop, Freddy Strain kills Gregory Isay, an FSO sniper and Andrenov mole attempting to shoot the American president. But Nizar spots Strain and shoots him dead.

As panic spreads through the square, Reece learns the Novichok is being dispersed from the catacombs below. Reece and Agent Scheer sprint to the entrance. After Scheer is wounded, Reece kills the guards, enters the dark tunnels, and reaches the industrial fan blowing lethal nerve agent into the streets.

He reverses the dial and sucks the Novichok back into the sealed tunnels, saving thousands of lives. In the aftermath, Reece accompanies Freddy’s body home. He anonymously uses his four-million-dollar reward to create a special needs trust for Freddy’s son, Sam.

Reece and Raife Hastings then travel to Basel, Switzerland. There they assassinate Vasili Andrenov with an RPG-32 rocket attack on his armored Mercedes. In Naples, Florida, federal agents arrest corrupt lobbyist Stewart McGovern.

Finally, Reece tracks down General Yedid in Athens. He interrogates the Syrian general for the locations of Nizar Kattan and Oliver Grey, then executes him with liquid Novichok. True Believer ends with Reece preparing to travel to Russia to hunt the remaining conspirators.
