Exit Strategy Summary: A Desperate Note and a Manufactured War
Warning: Full spoilers ahead.
Nathan Gilmour works at the Baltimore Port Administration. He knows a coworker’s death was not an accident. The falling container was meant for him.
His gambling debts made him a target for blackmail. A fixer named Zack Weaver paid his debts and forced him into leaking port data. Gilmour plans to plant a plea for help on a giant enforcer.
That enforcer dies of a heart attack in the street. Gilmour then mistakes Reacher for the dead man because Reacher is the biggest person in the coffee shop.
Reacher finds the note in his pocket. He goes to the warehouse meeting out of curiosity. Gilmour is paranoid and nearly shoots him. After Reacher proves he is not a threat, Gilmour explains his situation.
Reacher initially plans to leave Baltimore. Then he learns that the blackmailers have threatened Gilmour’s four-year-old nephew. Reacher agrees to stay for two days.
The investigation points to Sabrina Patten, the HR representative who hired Gilmour. She is also a blackmail victim. Both she and Gilmour share a therapist, Dr. Alyssa Martin.

Lee Child and Andrew Child reveal that Dr. Martin leaked private patient information to Zack Weaver. When Reacher, Gilmour, and Patten arrive at her office, Dr. Martin is already dead.
The killer is Kathryn Kasselwood, a former CIA officer and another victim. She killed Dr. Martin to retrieve her blackmail file.
Kasselwood then kills Weaver in his home. She steals his phone and sends false messages about a delayed shipment from India. Reacher and Gilmour track her to the Seagirt Marine Terminal.
They hide on shipping containers and watch her transfer a crate. Strickland Security Solutions ambushes her. Their men capture the real cargo: a woman named Violeta Vardanyan.
Kasselwood explains that Vardanyan was paid to lie on camera about an Iranian nuclear threat in Armenia. Morgan Strickland, president of the security company, invented the threat to get a Pentagon contract.
Reacher must rescue Vardanyan from Strickland’s fortified limestone mine. He uses Dominic Kelleher’s mob as a diversion. Kelleher’s men storm the gate while Reacher, Gilmour, and Kasselwood slip inside.
In a refrigerated room, Reacher finds twenty-five dead soldiers on cots. Strickland preserved their bodies to claim they were killed in action. His contract pays him one million dollars per dead contractor. He recruited military dropouts to guarantee high casualties.
Strickland tases Gilmour and runs. Reacher hunts him through a dark training zone. He breaks Strickland’s knees and drops him from a gantry.
The next morning, Reacher and Gilmour intercept Mark Hewson, the corrupt Pentagon official. Reacher kills Hewson and his guards.
He gives Gilmour half a million dollars and tells him to start an “exit strategy” service for veterans. Reacher boards a bus to Salt Lake City.
